Delaware's Developmental Screening Initiative

Objectives
Participants will:
- Learn about how stakeholder and parent input were collected and used to drive legislative changes.
- Understand the current state of Delaware’s screening initiative.
- Discover how Delaware Department of Education is preparing for full implementation effective in 2023.
- Learn how data and information from ASQ screening results are used to drive family outreach activities.
Delaware History of the Use of the ASQ
Delaware’s topography prior to
2013:
- DE’s screening rates were one of the lowest in the country.
- Most districts were using the DIAL screening.
- Screenings were completed by screening teams on paper.
- No statewide system existed to collect results or recommendations.
- Little or no communication between state agencies regarding screening.
Beginning to grow:
- Delaware Stars, our Quality Rating Improvement Scale (QRIS) - Developmental Screening as one of their many standards.
- 2013: Brookes ASQ-3 & ASQ:SE-2 Training of Trainers brought to DE.
- 2017-18: Screening became an essential standard for all Star Level 4 and 5 programs.
- Required programs to use ASQ Online
First implementation plan
(2013-2019):
- Each early childhood program was responsible for:
- Reviewing their own screenings.
- Follow up with parents.
- Supporting referrals to the appropriate agency.
- DE children had limited access to screenings.
- Monitored by Delaware Stars (QRIS), disconnect between childcare and referral agencies.
- Tracking referral data.

Addressing Challenges
- All screenings come into Birth to Three and LEA portals to be reviewed by child development specialists to determine appropriate follow up.
- Birth to Three and LEA will contact parents with results and follow up activities, unless childcare completed screening.
- If childcare completed screening, they are responsible for contacting.
- Districts would post screening information on early childhood websites inviting all families to participate.
- State would also post all screening portals.

Implementing the new system
What's New with the ASQ?
Each and every child, birth to 5, will NOW have access to a free developmental screening as of Fall 2019!
- Revised use of the online system implemented.
- Established ongoing monitoring system.
- Planned to expand screening to all childcares.
- Process would be refined as needed.
- March 2020 Covid interrupted the new process.
During the Pandemic Year
- 7/1/2020 New technical assistant joined the project.
- Continued to use revised system.
- Continuing to enroll.
- Provide welcome email with DOE-produced screening resources.
- Began Reviewer Community of Practice.
Delaware's Developmental Screening Flow
Grass Roots Initiatives
- Advocates raised concerns to local legislatures that despite DOE's efforts, not all children had access to developmental screenings.
- Resulted in 2 bills passing:
- HB 202 Developmental Screening Bill
- SB 169 Delaware Childcare Act
- Advocates also pushed for all licensed exempt programs to be licensed through OCCL requiring them to complete developmental screening.
Current State
Department of Education Responsibilities:
- Houses the ASQ Online Enterprise account.
- Fiscally responsible for Delaware’s ASQ Enterprise Account.
- Tasked with developing a statewide implementation plan to include all 1100+ licensed child cares.
- Approximately 300 child cares currently participate.
- Core Implementation Team meets multiple times per month.
- Provider and Reviewer Manuals with sample forms.

- B-3 Literacy Kit
- Literacy Kits designed to relate to The Little Engine that Could, the first book received by all children who sign up for the Dolly Parton Imagination Library Program.
Community Birthday Celebration Events
- Agency specific celebrations include “birthday bags” of developmental materials supporting indicated areas of need.
- Child-centered videos.
- Separate celebrations for 1 & 2 year olds and 3 & 4 year olds.
